I would award it the most Ratchet Ratchet that could ever Ratchet though. It holds a special place on my list, but definitely not in the top 3. And the groundwork they laid out set the stage for the likes of Quest for Booty and A Crack in Time to really flex on what a Ratchet game can be. A bit of two steps forward, two steps back if you will.

Insomniac set out to return to roots after Deadlocked, while simultaneously bringing the franchise to the PS3 era in the biggest leap forward in the series.

The humor isn't as witty, the space combat (while divisive) doesn't stand out like in ACiT, the weapons are mostly just there, the levels (while beautiful) leave much to be desired save for a handful, and the story is a bit lackluster overall. Tools has almost all of the staples of what makes up a Ratchet & Clank game at its core, but it lacks the punch/kick that makes the other games stand out. In fact, it's about as universally appreciated as any flavor can get, but it's lacking a certain quality to it that makes it hard for anyone to describe it as their favorite. The way I would describe it is that if Tools of Destruction were a flavor of ice cream, it would be vanilla.
